The High Court in Birmingham is this week (23 and 24 July 2014) considering a test case on the extent of local authority's powers and duties in setting up tax reduction schemes. GCN's Tom Royston is instructed by CPAG and led by Richard Drabble QC in this case which is likely to set a precedent for whether other authorities can do the same.
