‘Candour & Communities’: Centre for People’s Justice launch Hillsborough Law exhibition

The Centre for People’s Justice has launched the ‘Candour & Communities’ exhibition at Anfield Stadium, Liverpool, detailing 100 years of state-related disasters and cover-ups, and explaining Hillsborough Law to the public.

Hillsborough Law, or the Public Office (Accountability) Bill, would impose a Duty of Candour, Duty to Assist, and Legal Funding for Bereaved Families in public inquiries and inquests.

The exhibition, co-created by academics from the University of Liverpool’s Centre for People’s Justice and bereaved families, includes information, images and quotes from state-related disasters including Hillsborough, Grenfell, Covid-19, Orgreave, the Post Office scandal, Windrush, and many more.

Garden Court North’s Pete Weatherby KC, who co-wrote Hillsborough Law and is Director of Hillsborough Law Now, visited the exhibition on Tuesday (7 April 2026) alongside bereaved families, campaigners, and solicitors from Broudie Jackson Canter.

Pete has campaigned for a fully empowered Hillsborough Law, having represented bereaved families at the public inquiry into the Hillsborough disaster, which found that 97 Liverpool Football Club fans were unlawfully killed in 1989.

With the 37th anniversary of the disaster approaching next Wednesday (15 April), families have reiterated calls for Hillsborough Law to be passed as promised. The Public Office (Accountability) Bill was scheduled for its third reading in the House of Commons in January, before moving to the House of Lords, until questions arose over how it would be applied to security services.

The Centre for People’s Justice’s exhibition serves as a powerful call to pass Hillsborough Law by a joint coalition of bereaved families from across the UK. The exhibition has already toured across Wrexham, Sheffield, Merthyr Tydfil and Belfast, with plans to continue in other cities across the UK.
